Если такие добродетели действительно по силам каждому человеку, то в нашей системе они дают меньше шансов одержать победу на выборах, чем деньги и непомерное честолюбие. Проблема, возможно, не столько в обучении чиновников для работы на государственной службе, сколько в обучении избирателей распознавать порядочного человека и отдавать ему должное и отбрасывать всевозможные суррогаты. Возможно, в лучшие времена и хороших людей рождается гораздо больше, а более мудрая государственная власть требует оказания поддержки поступательно развивающемуся, а не обеспокоенному проблемами и загнанному в тупик обществу. Если Джон Адамс был прав и государственная власть «сейчас ненамного опытнее, чем она была три или четыре тысячелетия тому назад», тогда у нас нет оснований ожидать значительных улучшений. Мы можем только попусту тратить время, как делали это на протяжении тех же самых трех или четырех тысяч лет, проходя через сменявшие друг друга периоды великолепия и упадка, великих стремлений и уныния.
